We have been using reddit, but that well will dry soon as we grab most of the players currently visiting /r/dota2 that are interested.

i'd suggest teamliquid maybe? i use that primarily for starcraft obviously, but the dota2 section is relatively active, and i'd imagine being able to get a few people from it at least. www.teamliquid.net

Try Garena Forums that's probably a place you can find some more interested people although I seriously shouldn't say this Garena ForumAlso I don't know if it is against the rules check that out first.

I've had experience with recruitment for online gaming communities. Here's my .02 Posting on sites like Reddit or Garena is great for getting volume. You can reach a lot of people that are interested, especially since you guys are doing something that not many others are. When I've done similar things in the past I've found I don't get the best quality members though. A good half of people that end up joining can be young, immature, and a general nuisance. That being said within a few weeks to a month, they filter out and you're left with some new members you like. The relatively strict process I see here will end up being a useful filter, esp for those that only want the key. Most people stop there but that's Stage 1 by me. It's the best place to start but it can only grow you out so much. Once you have a strong group of people that enjoy playing with each other all day, it's easy to stop growing. What I used to do is convince my members to play OTHER servers (in this case pubs) to meet more people. I understand the point of this community is for IH but it will stop growing if we only play IH. After IHG grows to a comfortable level you won't need to post invites all over the internet. That's when you become selective. You have your members pub, meet people, befriend them, and invite those people you like. From my experience this is the best way to keep a community comfortable, grounded, and a place both old and new members enjoy. Perhaps that was closer to .03, but you get the idea TL;DR Don't forget to pub once in a while so you meet more people, and invite those you like.

Agree with radsavage, once there is a good population you have to start becoming selective, and if a certain level is maintained, people will only invite those that meet it, and the community will stay great.
In terms of advertising recruitment, try the playdota.com recruitment section on the forum, there are quite a few clan and inhouse groups recruiting.

you could try the gosugamers.net forums and the www.dota-two.com/forum/ as well as other not so popular dota 2 forums tho i doubt many people go there.

@rad I figure 30-50% of our current recruits will be around in a month, and then half of that will be here for the long run. Recruitment will need to be a steady flow for awhile and will probably not stop, ever. For every five we recruit, I figure we get one long term member. An eventual goal is to run two in-houses 24/7, one Euro one NA. We currently are having trouble with one 24/7. So we have a ways to go

I know it's a stretch but maybe dotastrategy? I don't know about the quality of the players but it's worth a shot if you look into.
